An alcohol and drug treatment and evaluation provider since 1993 and state-licensed outpatient agency since 2005, Top of the Hill Counseling has emerged as an important and reliable outpatient substance abuse provider in downtown Portland. Our varied referral sources depend on our commitment to providing competent, ethical and dynamic care. We accept Maine Care and other private insurances, and also offer a sliding scale fee structure.
